Abstract By analyzing the internal levels of industrial clusters with complex adapt system theory, this article explained the similar structure at different levels, and showed the fractals sturcture in an industrial cluster. A fractal dynamic model was used to describe the industrial cluster actions. The result shows why and when the industrial aggregation happens and a few important factors which may affect the industrial cluster.
