Abstract The problem of designing route guidance strategies for highway networks via onroute recommendation of variable message signs (VMS) was considered. A generic problem formulation was presented in the format of an optimal onoff control problem whose control action is the switching of VMS. The cell transmission model was then employed to perform network dynamics and a genetic algorithm-based problem solving approach was given. The simulation shows that the strategy with optimal VMS control trajectories can make better use of the highway capability and reduce regional congestion, especially in case the traffic network has unbalanced demand. The total time spent (TTS) of the network can be improved up to 32.39%.
