Abstract Through the introduction of several built projects of underground space with civil defense function in Shanghai, this paper pointed out that the design of underground civil defense constructions should not only combine both functions in peacetime and wartime, but also consider the economic rationality. The combination of civil defense construction and urban underground space development is the important work needed to emphasise, which would achieve many purposes of reasonable utilization of underground space, expanding the field of human existence to realize sustainable development of China’s urbanization. The speed of civil defense engineering construction will be accelerated as well.
