Abstract The purpose of this paper is to solve the problem of risk control for airport crossing project. The project of Xianxia vehicle tunnels crossing Shanghai Hongqiao airport taxiway at shallow depths is employed. Risks at the phases of design, construction and operation, as well as their inter-correlations were studied. Moreover, the conception of risk evolvement between phases was proposed for identification and control of risks during the entire process to some extent. The result indicates that, risk evolvement between phases was an important part of risk recognition and risk analysis, and thus should be analysed in detail to provide relevant countermeasures.
