Value orientation as a core issue in the studies of foreign language education policy (FLEP) in China calls for in-depth explorations. In the era of Globalization 3.0, FLEP in China has witnessed value dilemmas in its value orientations in four aspects. This paper proposes to view foreign languages as essential language resources, take the value orientation system into careful account and construct strategic orientations with multiple and complementary values for FLEP.
