Abstract：Using the principle of maximization of effect in economy, this article built a model of talents’ regional flow, through comparing the effect before and behind the flow decision. It believed that there are three aspects of reason to influence the talents flow decision, i.e. the differences in income, the externality of environment and the regional effects of talents’ flow. The talents make a flow decision not only basing on the direct effects of their income, but also basing on the indirect effects of produce and environment.
