Abstract： By analyzing the internal levels of industrial clusters with complex adapt system theory, this article explained the similar structure at different levels, and showed the fractals sturcture in an industrial cluster. A fractal dynamic model was used to describe the industrial cluster actions. The result shows why and when the industrial aggregation happens and a few important factors which may affect the industrial cluster.
