Abstract This paper proposes a new frequency planning scheme for the proposed cellular wireless system using fix relay. Our scheme improves the frequency efficiency, while relatively improving the CEU’s SIR through frequency planning based on fractional frequency reuse. The simulation results show that it can improve the performance of frequency efficiency compared with others scheme, CEU’s average throughput is improved.
