话语与国家安全

摘要

话语已经发展到非传统模态的形式,成为影响国家安全的重要领域。总的说来,它既会影响国家安全与稳定,又能建构和维护国家安全。国外较为关注食品、能源、气候、反恐行动、移民、新兴空间的安全、传统与非传统安全等领域的话语研究;国内则更多地注重话语权、意识形态、国家形象建构、中国文化传播、安全国际关系的构建以及良好国防和军事环境等领域。当前,话语影响国家安全的重要领域有:话语权、国家话语能力、话语的国民心理空间、话语的国民认知空间、话语的主流意识形态、虚拟空间的话语、话语的帝国主义与霸权主义、话语的跨文化交流、国家间的话语战以及话语的时代共同关切等。由于信息技术、互联网以及新兴媒体的发展,微小的话语可以释放巨大的能量,关乎国家的安全,值得人们高度重视。

Abstract

Discourse has developed into the phase of non-conventional forms, which can bring about serious consequences on national security. Generally speaking, discourse, can not only affect national security, but it can also shape and safeguard national security The studies abroad in this field have focused upon discourse security in food, energy, climate, counter-terrorism, immigration, newly-immerging space, conventional and non-conventional fields, while domestic studies are more interested in such fields as discourse right, national discourse competence, ideology, national image building, communication of Chinese Culture, constructing nice international relationships between countries and ensuring sound environment of national defense and military. Actually, discourse can exert strong impacts upon national security in the following aspects: discourse right, national discourse competence, ideology of the society, psychological domain of people, cognitive domain of people, cyberspace discourse, cross-cultural discourse, verbal war between countries, verbal imperialism and hegemony, and the common concern of the world in discourse. At present, discourse, as a result of the speedy development of information technology, the Internet, and the new media, exertsagreater power than ever before. No one can close their eyes to its effect upon national security.
