Abstract In order to comprehensively and reasonably measure the advantages and disadvantages of regional air defense deployment, a roulette strategy based solution method is proposed in this paper. Cover capability and firing efficiency are taken as target functions to realize the unification of subjective experience and objective results, and firepower allocation and combat formation are introduced into the constraint conditions to expand its connotation. In the aspect of model solving, this paper presents a method based on roulette strategy to solve the problem. The selection of the points of each system in the process of air defense deployment can be regard as a game of chess, and the roulette strategy is used to improve the level of each placement point, after the maximum number of calculations is completed, the optimal deployment scheme is selected from all the schemes. Finally, an example is given to show that the proposed method can not only guarantee the global search, but also realize the division of the non-optional points.
