摘要

深水气田开发投资大、风险高, 而我国深水气田开发缺乏经验, 更加突显风险管理的重要。 综合 HAZOP、HAZID、 SIL 和改进专家统计分析法等风险分析方法, 从常规风险和特有风险两个方面建立了深水天然气开发及凝析油储存平台风险管理流程; 重点开展了半潜式平台的火灾爆炸、 立柱储存大容量凝析油、 国内资源建造、 首次聚酯缆、首次大直径SCR 和缺乏深水经验等因素导致的特有风险分析; 从项目管理、 船体结构、 立管、 系泊系统、 船体系统和平台调试等方面, 充分识别了该平台的潜在风险, 并给出了主要风险应对措施, 从而有效实施风险管理,给工程设计和实施提供了指导, 可供今后深水气田开发工程的风险管理参考。

Abstract

Deepwater gas field development is characterized by large investment and high risk. However, there is little experience in deepwater gas field development in China. Combined HAZOP, HAZID, SIL and improved expert statistical analysis method, storage platform is established from two aspects of conventional risk and specific risk. On the basis of drawing lessons on the experience of foreign experts, the research focuses on the analysis of specific risks caused by such factors as fire and explosion, column storage of large-capacity condensate oil, construction based on domestic resources, first polyester cable, first large-diameter SCR, lack of deep-water experience, etc. The potential risks of the platform are fully identified in the aspects of project management, hull structure, riser, mooring system, hull system and platform. Commissioning, and the main risk countermeasures are given to effectively implement risk management. The research provides the guidance for engineering design and implementation, and provides the reference for risk management of deepwater gas field development projects in the future.
