目的：构建三级医院护士对突发公共卫生事件应对能力评价指标。方法：基于文献研究、理论分析初步拟订评价指标内容，2022年5月—7月采用德尔菲法对13名专家进行2轮咨询，计算各级指标权重。结果：2轮专家咨询的问卷回收率为87%和100%，有效率均为100%；专家群体权威系数0.91；专家意见协调系数分别为0.178和0.289（均P<0.001）。最终确立的三级医院护士对突发公共卫生事件应对能力评价指标包括4个一级指标（突发公共卫生事件预防能力、突发公共卫生事件准备能力、突发公共卫生事件救援能力和突发公共卫生事件恢复能力）、10个二级指标和27个三级指标。结论：该研究构建的三级医院护士对突发公共卫生事件应对能力评价指标，专家意见统一，内容较为科学。为评估三级医院护士对突发公共卫生事件应对能力提供了工具，同时为进一步设立三级医院护士应急培训课程提供参考。

Objective To establish an evaluation system for competency of nurses coping with public health emergency in tertiary hospitals. Methods An evaluation system was developed theoretical analysis with reference to the relevant literatures. Delphi method was employed to conduct 2 rounds of consultations among 13 experts to revise the draft. Average distribution method were used to calculate weight of each index at all levels. Results The response rates of the 2 rounds of expert consultation questionnaire were 87% and 100%, with an effective rates of 100%. The whole expert authority coefficient was 0.91; Kendall’s coefficients of concordance were 0.178 and 0.289 (all P<0.001). The final evaluation system was comprised with 4 first level indexes (public health emergency prevention capacity, preparedness capacity, rescue capacity and recovery capacity), 10 second-level indexes, and 27 third-level indexes. Conclusions The evaluation system for competency of nurses established in current study provides a scientific tool to appraisal the capability of nurses coping with public health emergency in tertiary hospitals, and a reference for further optimize the emergency protocol and training of nurses in tertiary hospitals.
