服务国家战略的融合型外语人才创新能力与全球化素养培养探究

Towards the Cultivation of Innovation Competency and Global Literacy for China's Integrated Foreign Language Talents in Compliance with the National Strategies

摘要: 创新能力是一个国家和民族核心竞争力的重要标志。大学不仅要服务国家创新驱动发展战略,还要在此过程中实现教育理念和教学模式的创新。国家实施创新驱动发展战略的关键是要发挥人力资源的作用,这就要求高等教育必须转变和拓展人才培养模式,面向全体学生培养创新精神和创业能力,为创新型国家建设和中国参与全球治理培养具有创新能力和全球化素养的人才,这就是创新创业教育的实质所在。故而,我国的外语人才培养必须进行战略转型和升级,立足于国家战略高度,依托研究性教学法培养具有批判性思维和全球化素养的创新型融合型外语人才,既满足外语人才可持续发展的个性化需求,获得在未来职业生涯中随时更新和建构新的知识结构的能力,也满足社会经济建设的各种实际需求,同时又成为具有国际视野、通晓国际规则、能够参与国际事务和国际竞争的国际化人才,从而服务于国家战略,在中国文化“走出去”、促进“一带一路”建设和提升参与全球治理能力的过程中发挥积极作用。

Abstract: Innovation competency is an important indicator for a country and a nation's core competitiveness. Institutions of higher learning should make contribution to the country's innovation-driven development strategy while making breakthroughs in the innovation of the education concept and teaching models so as to keep abreast of the times. The key to the country's implementation of the innovation-driven development strategy is to bring into full play the role of human resources. It is therefore important for China's higher education to make transformation and expansion in its talent cultivation models to back up building an innovation-oriented country and the country's participation in global governance. The essence of education for innovation and entrepreneurship rests with the cultivation of the creative spirit and entrepreneurial competence among all the students. Consequently, the cultivation of foreign language talents should make drastic transformation and upgrading to serve the country's national strategies by focusing on the cultivation of innovative and inter-disciplinary talents empowered with critical thinking and globalization literacy by referring to the implementation of research-based teaching so as to ensure that they will be able to construct and upgrade their knowledge structure in their future career endeavors, adapt to the individual need of sustainable development, measure up to the needs from social and economic development and become international talents with global vision, familiarity with international rules and the ability to participate in international affairs and global competition so as to contribute to the country's national strategies. The ultimate goal is to ensure that they will be expected to play an active role in the overseas promotion of the Chinese culture, the implementation of the Belt and Road initiative and the boost of China's participation in global governance.
