Abstract: The complex, dynamic and nonlinear development of reading strategies in EFL teaching environment can be viewed as a complex and dynamic system. Previous research misses the longitudinal and dynamic feature of L2 learners' reading strategy development from elementary to higher education. Meanwhile, current reading strategy instruction fails to address the consistency of foreign language learning across different stages. From the perspective of complex dynamic system theory and based on literature review of relevant research, this paper reinterprets the features of the system of L2 reading strategies and thereupon discusses in detail teaching philosophies and principles of L2 reading strategies. It is hoped that this paper can provide cognitional and methodological guidance for teachers so as to achieve consistency in reading strategy instruction across different stages.
