摘要: 通过对我国首个可移动采油平台作业方式和管理规定的分析,结合其外输作业的特点,从海事监管重点、平台自身特点、溢油污染源以及相关技术标准、政策与规定等几方面,对该平台按照固定式平台监管可行性进行分析论述。提出该平台虽然具有一定的“船舶”的技术特征,但其并不是以海上运输为目的,且其自身移动特性也不明显,其外输作业类似于固定式平台的外输作业模式。因此该平台正常作业期间,在满足现有政策、法规前提下,采用相适宜的现场保障措施,是可以按照固定式平台进行监督管理的,即按照移动式平台的两种不同状态(生产与拖航)分别去管理将更为合理、高效。

Abstract: Based on the analysis of the operational mode and management regulations of the first mobile oil platform in China, combined with the characteristics of its export operation, this paper analyzes the regulatory feasibility of the platform according to the fixed platform from the aspects of maritime supervision focus, platform characteristics, oil spill pollution sources and related technical standards, policies and regulations. Although the platform has certain technical characteristics of “ship”, it is not for the purpose of maritime transportation, and its own moving characteristics are not obvious, and its transport operation is similar to that of fixed platform. Therefore, during the normal operation of the platform, under the premise of meeting the existing policies and regulations, the use of appropriate on-site safeguard measures can be supervised and managed according to the fixed platform, that is, it will be more reasonable and efficient to manage according to the two different states of the mobile platform (production and towing).
