Abstract: Based on the analysis of the operational mode and management regulations of the first mobile oil platform in China, combined with the characteristics of its export operation, this paper analyzes the regulatory feasibility of the platform according to the fixed platform from the aspects of maritime supervision focus, platform characteristics, oil spill pollution sources and related technical standards, policies and regulations. Although the platform has certain technical characteristics of “ship”, it is not for the purpose of maritime transportation, and its own moving characteristics are not obvious, and its transport operation is similar to that of fixed platform. Therefore, during the normal operation of the platform, under the premise of meeting the existing policies and regulations, the use of appropriate on-site safeguard measures can be supervised and managed according to the fixed platform, that is, it will be more reasonable and efficient to manage according to the two different states of the mobile platform (production and towing).
